I just don't understand people

We have these neighbors who have 2 dogs. One is a Belgian Malinois and the other is a rescue dog of mixed origin. The Malinois is neurotic. Completely and totally neurotic. He will spend hours a day chasing flies in the yard. He barks at everything and is scared of all kinds of things. The neighbors say how much they love their dogs yet they do nothing to try and fix him. They leave them alone for days at a time with someone coming to feed them but no other interaction. They will be in the house and not let the dogs in even though the dogs are at the back door whining (I can hear it from my house). The Malinois is also an escape artist. He can get out of the yard and they claim they can not figure out how (though I'm not sure they have made a real effort to find out). Last week he got out at night and I went outside to get him. He came running to me and when I called the neighbors out to get him he stayed with me and did not want to go with his owners. That is not a good sign. This was definitely leading to something major. Well, on Monday they were gone all day and the dogs were in the yard alone. After we walked our two we always stop by and give them treats. I noticed that the Malinois was not there. Hmmm..... Then, another neighbor told us that she had seen the dog on the road about an hour earlier. Great. I called the owners to let them know what was going on and they were pretty blase about the whole thing. They looked for him and went out two or three times to try and find him. Finally at 11:00 pm he comes walking in the door. I was glad he was home and nothing happened to him and I thought the whole thing was over. I was hoping it would put a fire under their butts and get them to fix their yard so that it was safer for them. How wrong I was. Last night I was perusing Craigslist and found their dog listed for rehoming. WTF?!?!?!?!? Rehoming him???? That is wrong on so many levels. First, they have had him since he was puppy so that is just not fair. Second, it's their fault he gets out. They are going to just rid themselves of the problem and let him be someone else's problem??? This whole situation is their fault. They don't spend any time with those dogs even when they are home, they don't take them out or walk them or anything. In the 7 months they've lived here they have taken those dogs out once. So find, you decide you can't handle a dog you might try to find a home that's better for him. But they haven't even tried. She's spent more time shopping for clothing like dereon than she has spent with those dogs. I try not to judge people, I really do, but when you see someone making such horrible decisions it breaks my heart. They have people over all the time and lock the dogs out. When we have people over we make sure the dogs are part of the celebration. Ugh!!!! People!!!!
